457签证刮起东南西北风，几家欢喜几家愁

关于457工作签证的改革建议昨日由MIA火热泄密，有些已经得到了政府的力挺，要点摘录如下：

1、Standard Business Sponsors will be approved for five years and start-up business sponsors for eighteen months

**标准生意担保资格延长到5年，新生意担保资格延长到18个月。

点评：

对于经常需要以工作签证的方式补充劳动力不足的公司，极大地方便了他们长期帮雇员申请457签证。

而对于新生意来说，有更多的时间来调整经营内容以满足担保资格，操作更灵活。

2、Instead of requiring a minimum test score of 5 in each of the English test’s four components (reading, writing, speaking and listening), applicants will have to achieve an average test score of 5 across the components (with no less than 4.5 in any of the components)

**取代之前对雅思4个5分的要求，改为雅思总分5分，单项不低于4.5.

点评：

多少“英熊”没有给技术难倒，没有给工作经验难倒，没有给找工作难倒，却都倒在了英语要求上。看到这个消息，那些还在为雅思4个5拼搏的英语斗士们可以咧开大嘴笑一笑了。

不过需要注意的是，这只是457的标准，并没有说457转永居签证时的英语标准也一并下降哦！看来拿到457之后，还是要打铁趁热的把雅思4个5也考出来供在那里比较安心哈！

3、more realistic and less onerous English language requirements

**更多的英语考试方式将和雅思一起被457签证认可。

点评：

真是人性化的要掉眼泪鸟！

澳洲政府可能也感觉到了：托福考得好的人也许会死在雅思手上，培生拿高分的人也许会死在雅思手上，剑桥英语过关的人也许会死在雅思手上。

之前，政府只能迎风掉泪：老子又不能打倒雅思。

现在，政府总算想明白了：算了！澳洲需要人啊！为了照顾那些仅仅被雅思拦在澳洲门外的人才，还是得学习一下中国的传统智慧：百花齐放，百家争鸣吧！

于是，被雅思卡死的“英熊”们现在又得到一项满血复活的消息咯！

4、current training benchmarks replaced with an annual training contribution to a government training fund. Contributions will be based on the number of sponsored subclass 457 employees and the size of the business. The training fund will be used to support a wide range of training initiatives throughout Australia for youth, apprentices/trainees from target groups, including Indigenous Australians and those in rural and regional areas; mentoring programmes and training scholarships that address critical skills gaps in the current Australian workforce such as nursing and the IT sector and training initiatives in areas such as the aged care and disability care sectors

**目前雇主缴付培训费的方式被取消，改为每年向统一的政府培训基金缴费。这个基金则由政府专款专用，用来培训澳洲特定年龄、特定行业或特定组群的劳动力。

点评：

这个方式可以杜绝某些雇主和培训机构在培训费方面进行不良操作，损害政府和劳动者利益的局面。

另外，政府拍拍脑袋就多了一项财政收入，受益匪浅哦！（偷笑不解释）

5、rewarding Australian employers who are complying with their sponsorship obligations, by providing them with streamlined processing for their nominations and visa applications

**对于遵纪守法的正规澳洲雇主，政府和移民局给予他们457快速通道，方便他们尽快担保到合适的劳动力。

点评：

不管是对正规雇主来说，还是对澳洲需要的劳动力来说，能尽快在澳洲开始工作和生活，都是一个利好消息。

6、greater collaboration between the Australian Taxation Office and the Department of Immigration and Border Protection to uphold the integrity of the subclass 457 programme by cross checking to ensure that employers are paying overseas workers the correct wages and entitlements

**ATO澳洲税务局将和DIBP澳洲移民局加强紧密合作，交叉核查以确保雇主按法定标准支付工资和相关福利给所担保员工。

点评：

即便是自由党上台，也没有放松对劳动者的维护，确实是要烧支香拜拜鸟！

另外，估计去年被上报的457雇主苛待员工事件多得非凡，弄的ATO和DIBP火冒三丈，所以它们合计了一下还是先发布发布大风警报，从源头给它堵上，免得劳纸们后面到处救火。

不管怎样，457的员工有福了，澳洲政府还是很惦记你们的！

7、criminalising fraudulent activity in the subclass 457 programme where it will be a criminal offence for sponsors to accept payment from visa applicants for a migration outcome

**对于从457签证申请人处为移民结果而收取费用的雇主，此行为将视为刑事犯罪！

点评：

够狠！雇主想漫天开价前需要仔细考虑是否愿意吃点牢饭！

够好！被虐的457们，你们的怨气有处可发了！站直咯，别趴下！

编外话：

MIA说这些政策可能将于6个月内开始实行，最晚不超过2015/16财政年结束时。小编预计其中一部分可能在2015年7月1日就会开始。

这些政策的受益人主要是：合法雇主，真材实料的457工作人员，还有多了财政收入暗爽的政府。

而对于那些“吸血鬼”雇主们来说，这些政策将是他们的噩梦！
